I am a United States Marine Corps Veteran and have over 23 years of professional law enforcement service.
During my law enforcement career I have served in many different roles. These roles include corrections, patrol / investigator, maritime patrol, forensic dive team, narcotics investigator, traffic enforcement (motors), accident investigator / reconstruction specialist. All of these jobs have entailed some form of supervision from simple scene managment to the handling of large scale scenes and events.
I am certified as a Field Training Officer, Field Performance Evaluator, TCLEOSE Instructor, Firearms Instructor, and Patrol Rifle Instructor. As a TCLEOSE instructor I have the responsibility of Insuring that the information that I provide to law enforcement officers is true and correct in all aspects and that it can be utilized by them in their day to day duties. This requires that I keep myself well versed on the Penal Code and the Code of Criminal Procedure. As a Field Training Officer I teach cadets how to put into practice what they have learned in the Academy. As an Evaluator it becomes incumbent upon me to insure that what the cadets do on the street is done with a high level of accuracy and professionalism.
I have all the necessary background to insure that all of the Deputies who would work under me are held to the highest of standards and have all of the necessary training to do their jobs professionally and within the law. As your Constable I would insure that you had the best people to do the job, whether it is working in conjunction with the courts or other agencies. There would be no one of questionable character under my command.
Organizations and Affiliations
Masonic Lodge
I have been in Masonry for many years. My family (the male side) has a rich tradition in the Masonic Lodges. My family history in this State goes back several generations and most all of the men have been involved in the masonic lodges. I have attained the 32nd Degree in the Scottish Rite, and the Knights Templar in the York Rite.
Gunslingers MC
I also belong to the “Gunslingers MC” (motorcycle club). This club was put together right here in Austin by a group of Austin Police Officers. It is an all law enforcement motorcycle club. In other words you either have to currently active in law enforcement or honorably retired. We have grown from a single Chapter in Austin Texas to over 17 Chapters nationwide, from as far as Delaware to the east, to Portland Oregon in the west.
In the past we have done many charitable projects and do at least two major ones a year. One of our charities of choice is taking Christmas presents to Dell Childrens Hospital at Christmas time. Over the years we have raised funds for the Downs Syndrome group in Austin. We raised several thousand dollars to help an APD Officer who was diagnosed with Lou Gherrigs Disease. We were also the motorcycle club that laid the wreath at the Texas Peace Officer memorial this year. The Chief of Police, Art Acevedo, here in Austin along with Travis County Sheriff Greg Hamilton have assisted us on numerous occasions with these endeavors. Although I am proud of my affiliation with this group I know from watching Adans’ campaign that they love to sling mud and throw rocks. He threw the first handful at me to an APD PAC chair even before the primary (more on that later). I wouldn’t want to get photo shopped like they did their last opponent. I am extremely proud to be a part of this group and have been with them for the past 5 years.

2010: Allegation of Harassment
In conclusion, it is possible that Mr. Hopkins has been stopped multiple times by officers, but there is nothing to suggest, indicate or prove that Toby has been that officer other than on the one occasion. I find Mr. Hopkins allegation of “Harrassmnet” as Not Sustained.
